Our Mission: "To create a conducive regulatory environment to promote a competitive and vibrant information, communications and media sector"


Objectives: our objective is to ensure:


·a conducive environment for the development of the ICT industry


·continuous technological advancement for the ICT industry


·an efficient and effective universal delivery of ICT services at affordable prices and to increase the productivity of business and quality of life


·a secure and reliable provision of ICT services


·a dynamic and progressive regulatory system to promote market development and manage the impact of the ICT and media          industry on Bhutanese society  and


·facilitate the establishment of an integrated, efficient and high quality ICT infrastructure in the country




The Bhutan InfoComm and Media Authority (BICMA) was established in the year 2000 with the enactment of the Bhutan Telecommunications Act. The office was then called as Bhutan Telecommunications Authority (BTA). It was later renamed as Bhutan Communications Authority (BCA) in the year 2003 with the establishment of new ministry for Information and Communications (MoIC). In the year 2005 it got it's present name, extending its mandates to regulate ICT and Media services in the country. With the enactment of the Bhutan Information Communications and Media Act 2006, BICMA is formally de-linked from its parent Ministry, MoIC to function as an independent, autonomous body from 1st January 2007.
