Consulting Services on Assessment of Future Regulatory Reforms in Bhutan
The Bhutan InfoComm and Media Authority (BICMA), Royal Government of Bhutan has received a grant from the Institutional Development Fund (IDF) under the World Bank to assess the Future Regulatory reforms in the Information and Communication Technology (ICT) sector. Therefore, the BICMA intends to engage a local consultant to perform this task in consultation with all the relevant stake holders.
The overall objective of the consultancy is to provide evidence based assessment of the existing Telecommunications Regulatory regime, identify the Gaps and recommend the future regulatory reforms to make the telecommunications sector vibrant to reap maximum benefits of ICT by the people of Bhutan.
While making recommendations, the report should look into new and emerging technologies, the market, competition, the regulatory challenges, and policy hurdles. The assessment report should also look at the regulatory reforms with the regulatory institutions in the region and worldwide.
This assignment will require a detailed consultation process, with the views and comments expressed by stake holders during the consultation phase to be taken into account.
The consultant will be shortlisted based on their experience and capacity in carrying out this type of work. The consultant is expected to be knowledgeable in the issues related to licensing in the ICT sector and have experience and knowledge in the ICT sector. The consultant should also be familiar with international best practices in ICT Regulations. The consultant shall be an individual local consultant with relevant qualification, experience and capacity in carrying out this assignment. For the purpose of this particular assignment, the consultant should possess minimum qualification of bachelors in Engineering in electronics, communications, electrical, computer or telecommunications or Bachelors degree in law or economics or any other relevant subject and should have demonstrated experience of working in the ICT sector for 10 + years.

Interested consultants must provide information indicating with proof that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, and availability of appropriate skills).
