Consulting Services for Policy and Regulatory interventions on smooth development of e-services in the country
There has been a consistent effort from the government to deliver all government services online and the government initiated the Government-to-Citizen (G2C) Project. However, the efforts from the private sector to develop e-services such as online advertisements has been left with nowhere to go as there is lack of clear policy or framework upon which citizens can do business legally.
On the other hand there are many such websites that are being operated within the country without permission.
The Authority therefore, aspires to employ a qualified consultant to conduct a thorough study on this issue and recommend a policy and regulatory framework to deal with this issue.
The main objective of the technical assistance is to study whether such online services to be established by private citizens would require licensing and regulations thereof and which organization would be best responsible. The consultant would also study the best practices from other countries and recommend appropriate policy and regulatory interventions and regulatory measures to be put in place.
This assignment will require a detailed consultation process, with the views and comments expressed by stake holders during the consultation phase to be taken into account.
The consultant shall mean a firm, individual or consortium. The consultant with the following qualification and experience will be eligible to participate for this consultancy service: Degree/ masters in Telecommunications, ICT, Media, Law and Public policy with 10 years or more experience working in Telecommunications, ICT, Media or in Policy and planning sector.
